According to the Public Information Policy (Sept 2008), "The Bank will release
minutes of meetings of the Board of Directors
which will contain the following: (i) the names
of attendees; (ii) a record of the approval of the
minutes of the previous meeting; (iii) titles of the
agenda items; and (iv) agreements and decisions
reached." "Board reports for public sector projects will be made available to the public on request, once the project has been approved by the Board of Directors. Information considered confidential, as set out in Section E of the Policy, will be removed from the released documents."

The EIB publishes a "Provisional Summary of Decisions" for each meeting it holds. The summary includes a list of participants and approved operations (including the financing).

"Directors noted that timely access to Executive Board minutes is an important element of the effort to improve the transparency of the Fund's decision making...many Directors considered that, for country issues, the prospect of public access after five years might unduly restrain the candor of the Board debate. It was therefore agreed to shorten the period for access to minutes of Executive Board meetings to 10 years."
NOTE: Although the IMF does disclose minutes after ten years, this Resource considers these archival documents, and does not consider the IMF's standard as meeting the indicator's intention to allow public access to minutes in timely fashion.

As of April, 1, 2005 "It is proposed that Board minutes, in their present form, be made available to the public after the Board has approved the minute. Material deemed by the Board to be confidential or sensitive will be redacted prior to disclosure, and the Board members will have the opportunity to identify any material to be redacted from the minutes before the minutes are approved and disclosed."
