"Internal documents prepared by ADB staff or Management, including initial negotiating positions and committee deliberations, internal staff memoranda, minutes and summaries of discussions at Board meeting unless such information has been authorized disclosed, draft documents and documents circulated to Board committees, and other related documents (e.g., aide memoirs and decisions, deliberations and minutes of departmental committees, such as the consultant selection committee and procurement committee) are generally classified as Confidential and not disclosed to the public. However, such documents may be declassified if circumstances so warrant.” These documents are not disclosed "unless such information has been authorized to de disclosed."

These documents are reports “by the chairs of the committees of the Board of Executive Directors on the committees’ discussions of operational and sector policies, sector strategies, IDB Country Strategies, HIPC documents, PRSPs and I-PRSPs…” This document is disclosed at the same time the document under discussion is made available to the public.

“Proceedings of the Board of Directors and its committees are, under the Board’s Rules of Procedure, confidential. Thus, unless disclosure is approved by the Board, documents prepared for the consideration or review and approval of the Directors… are not publicly available.”

"Documents, memoranda and information prepared by Executive Directors, their Offices, and the Management and staff (including consultants and advisors) of the Corporation for internal use are confidential in nature and will not be made available to the public."

"Records of the deliberations of the Board of Executive Directors (other than those specifically mentioned in this Policy) and documents prepared for the consideration of, or review and approval by, the Executive Directors will not be made available to the public, unless specific disclosure is approved by the Board."

It is prepared for the Executive Directors by the Vice President and General Counsel. This document is disclosed by decisions of the Executive Directors on a case-by-case basis.
