In May 2006 the EBRD Board of Governors approved the "Code of Conduct for Personnel and Experts". It applies to the President, the Vice-Presidents, the Chief Evaluator, staff
members and contracted experts. The code addresses general codes of conduct, duties of bank personnel, whistleblower protection, etc.

The EIB does not disclose their officially adopted rules that are provided to staff that describe the steps that they are required to follow or the documentation that they re required to produce during the execution of their duties. However, the EIB does disclose "Staffe Regulations." "In accordance with Article 29 of the Bank's Rules of Procedure, the Board of Directors prescribes the regulations concerning the staff. The Staff Regulations lay down the staff's general conditions of employment. They are attached to the letter of appointment, of which they form an integral part. The basic salary scale is contained in Annex I to the Staff Regulations." The Staff Regulations document is dated, 2008.

The Staff Manual contains the Principles of Staff Employment (Principles) adopted by the Executive Directors and the Staff Rules established by the President to implement the Principles. It will be made available to the public after removing any
