Policies and strategies should be disclosed in draft form. If a given policy or strategy goes through more than one iteration, all subsequent drafts should be disclosed at the same time that they are made available to the Board of Directors.
Note that in some cases, an institution’s management may choose to circulate an “Issues Paper” or “Discussion Paper” for comment prior to developing a draft policy or strategy. These “Discussion Papers” are distinct from “drafts” because, while they may cover many of the critical issues under consideration during the policy review, they do not present the formal text of a proposed new policy. |

"ADB shall make at least one draft of the policy or strategy paper publicly available for consultation. For other policies and strategies—for example, the public communications policy, the poverty reduction strategy, and the accountability mechanism—ADB Management may determine that they are also subject to the requirements of this paragraph."

No information on the disclosure of drafts of policies or strategies is given by the current (2007) "Public Disclosure Policy". However, in practice on an ad hoc basis, the EIB will disclose draft policies and strategies for public comment before Board approval. Some of the key strategies and policies at the EIB are Sector strategies, Sector policies, Institutional and Operational policies, etc.

The IDB is not required to disclose drafts for public comment prior to approval. The Disclosure Policy does state however, that: "Profiles or draft versions of the text of proposals for new or modified sector policies, sector strategies and sector guidelines may be made available to the public during the process of preparation by Bank staff of such proposals, for purposes of gathering opinions and input from institutions and individuals outside the Bank." "The IDB periodically seeks comments and opinions from the public on drafts of selected strategies and policies via public consultation exercises." With the exception of draft Sector Strategy Papers, (see entry on Draft Sector Strategy Papers) the WB is not required to disclose draft policies or strategies (viz. Country Assistance Strategies; Sector/Thematic Strategies; Business Products and Instruments Policies; Safeguard Policies; Fiduciary Policies; Management Policies; Disclosure Policies). Only an ad hoc basis, will the World Bank will disclose drafts, concept papers or issue papers on a particular policy or strategy.

"The Bank prepares Sector Strategy Papers (SSPs) that review Bank
experience in a given sector and set out the Bank’s strategy for future work in the sector. SSPs are publicly available once they have been discussed by the Executive Directors and finalized. In addition, the draft Concept Note and the Consultation Plan for an SSP under preparation, as well as the draft SSP, are publicly available upon notification to the Executive Directors of such proposed disclosure."
