"Created by the Treaty of Rome establishing the European Community, the EIB enjoys legal personality and financial autonomy and is endowed with its own decision-making bodies within the Community system. The EIB’s Statute is drawnup as a Protocol (No. 10) annexed to the Treaty establishing the European Community; it forms an integral part of the Treaty and has the same legal value."

The Organization Structure webpage describes the general purpose of the departments and lists links to all of the departments.

"The Rules of Procedure set out the provisions applying to the governing bodies of the European Investment Bank."

For each department there is a list of staff names and their title (each list has been updated in 2009), but no contact information is available. The EIB provides access to their switchboard to "Contact a member of staff in a specific service." Tel: (+352) 43 79 1.

The EIB does not disclose their officially adopted rules that are provided to staff that describe the steps that they are required to follow or the documentation that they re required to produce during the execution of their duties. However, the EIB does disclose "Staffe Regulations." "In accordance with Article 29 of the Bank's Rules of Procedure, the Board of Directors prescribes the regulations concerning the staff. The Staff Regulations lay down the staff's general conditions of employment. They are attached to the letter of appointment, of which they form an integral part. The basic salary scale is contained in Annex I to the Staff Regulations." The Staff Regulations document is dated, 2008.

According to available research, the EIB does not disclose statements of its financial position.
