Chapter V of the Convention establishing MIGA discusses the organization and management of MIGA and Article 32, refers specifically to the Board of Directors.

"The World Bank Group Boards of Executive Directors are responsible for conducting the day-to-day business of the World Bank. The Boards are composed of 24 Directors, who are appointed or elected by member countries or by groups of countries, and the President, who serves as its Chairman." There are Articles of Agreement for each member of the WB Group: IBRD, IDA, IFC, MIGA, and the International Center for Settlement of Investment Disputes (ICSID). Each member's Articles of Agreement confirm the following quote.

“The proceedings of the Board are confidential and shall not be published except when the Board decides to authorize the President to arrange for suitable publicity on any matter relating thereto.”

“Proceedings of the Board of Directors and its committees are, under the Board’s Rules of Procedure, confidential. Thus, unless disclosure is approved by the Board, documents prepared for the consideration or review and approval of the Directors… are not publicly available.”

The EBRD does not disclose summaries of Board meetings. See p.9 of the PIP for EBRD "Information Considered Confidential".

Press Releases are available online from 1991- Present

The EIB publishes a "Provisional Summary of Decisions" for each meeting it holds. The summary includes a list of participants and approved operations (including the financing). However, there is no account of key issues raised or opinions expressed.

The IDB does not disclose summaries of Board meetings.

These documents are reports “by the chairs of the committees of the Board of Executive Directors on the committees’ discussions of operational and sector policies, sector strategies, IDB Country Strategies, HIPC documents, PRSPs and I-PRSPs…” Reports are disclosed at the same time the document under discussion is made available to the public. Although these are not summaries of full Board discussions, they do represent a summary of the substantive portion of Board discussion around these particular issues.

As of April, 1, 2005 "It is proposed that Board minutes, in their present form, be made available to the public after the Board has approved the minute. Material deemed by the Board to be confidential or sensitive will be redacted prior to disclosure, and the Board members will have the opportunity to identify any material to be redacted from the minutes before the minutes are approved and disclosed."

The EIB discloses a listing of when the Directors will meet and where, and the EIB publishes an agenda for each meeting, but they are usually only published a few days in advance and sometimes only in English. Also the EIB Public Disclosure Policy (2007) only requires that an Annual list of Meetings for the Board of Directors is published, but it does not require an Agenda to be available.
