2.C. Subcommittees
In order to manage workload and establish an effective division of labor, the Board of Directors of most of the international financial institutions have established sub-groups of Executive Directors (such as a budget committee). These sub-groups, also known as subcommittees, are responsible for reviewing and commenting on certain matters prior to full Board discussion.
Recommended transparency standards: The activities of Board subcommittees should be a matter of public record. Citizens should be able to understand how they are being represented on the various subcommittees of the Board. The existence and composition of the various subcommittees should be disclosed along with any rules and procedures that govern how they function. Meetings should be open to the public and transcripts and minutes should be disclosed, along with work plans and agendas.

Implementation of this principle may vary somewhat depending on the institution, but most of the institutions maintain an internet-based schedule of subcommittee discussions that are planned for the coming three to twelve weeks. The agenda is updated on a day-to-day basis as items are added or taken off. This internet based schedule should be placed in the public domain.
